How We Spend Funds

Operating within a resource constrained environment, and reliant on voluntary funding from our partners, we prioritize the allocation of limited resources among the services we provide to Palestine refugees, emphasizing the needs of the most vulnerable. UNRWA’s Regular Budget for 2012 and 2013 is US$ 1.93 billion.

UNRWA’s budget structure reflects the Medium Term Strategy for the period 2010–2015, which is based on the implementation plans prepared for Headquarters and for each field and divided among the human development UNRWA strives to achieve. Out of a US$ 628 million General Fund budget in 2013, over half was earmarked for Education under "acquired knowledge and skills", with US$ 117 million for "long and healthy lives" and US$ 86 million for "a decent standard of living".

UNRWA also provides emergency assistance to refugees affected by conflict in its area of operations. It has been conducting emergency operations in the West Bank and Gaza since the outbreak of the second intifada, in 2000, and in Syria, Lebanon and Jordan since June 2012 through the Syria Regional Humanitarian Response Plan.
