Department of Legal Affairs (East Jerusalem)

The Department of Legal Affairs (DLA) is located in Jerusalem and is headed by the Director of Legal Affairs. It contributes to the fulfilment of UNRWA’s mandate by providing coherent, timely, authoritative legal advice and strategy on all matters affecting the Agency. DLA ensures the integration of the legal function in all aspects of the Agency’s strategic, policy, programmatic and protection activities and ensures the consistent interpretation and application of the Agency’s regulatory framework.

The Department consists of two Divisions: The General Law Division and the International Law Division. The department is comprised of the following structure:


The legal function in the five UNRWA Field Offices (Jordan, Syria, West Bank, Lebanon, and Gaza):

The Field Legal Offices are accountable to their respective Field Office Director of UNRWA Affairs, in consultation with, and under the technical guidance of the Department of Legal Affairs, as appropriate and necessary to ensure the consistent interpretation and application of the Agency’s regulatory framework. The work of the Field Legal Offices spans both general and international law issues.

 

The Director of the Department of Legal Affairs:

Natalie Boucly is the Director, Department of Legal Affairs. In addition to the private sector and NGO work, Natalie has over 24 years of experience with the United Nations across 5 agencies in 10 countries, in various managerial and leadership roles, as legal adviser and Country Director/Representative, particularly with UNDP. Natalie is French/Italian and a qualified UK Barrister.
