The Third Emergency Appeal offers a comprehensive view of UNRWA’s emergency operations and additional requirements in Gaza and the West Bank, reflecting a commitment to making our objectives and needs clear, our operations transparent and the information that government and our partners require readily accessible. This Appeal is based on the assumption that emergency assistance will continue to be needed at least till the end of the current calendar year, even if the intifada and the closures and other measures were to end much sooner.

Through this Appeal, UNRWA is seeking contributions of US$ 77 million. Requirements are based on careful field-based assessments in Gaza and the West Bank of the needs of the Palestine refugees and others of concern, drawn up in consultation with the Palestinian Authority, host governments, NGOs and donors. The needs reflect the situation on the ground at the time of writing, and any new requirements which may arise after the launching of this Appeal will be communicated to donors directly through the monthly reporting mechanism which has proven to be very effective under the previous appeals.
